Type a title, a meta description and a URL, and the Google result builds as you type. Nothing is fetched and nothing is uploaded, so it works for a page that does not exist yet β a draft, a migration, a bulk rewrite where you are writing a hundred titles before any of them ship.
The advice to keep titles under 60 characters is a rule of thumb that fails in both directions, because Google truncates on rendered width. Twenty-five capital W's are nearly three times as wide as twenty-five lowercase i's, and both are twenty-five characters. A title full of wide letters gets cut well before 60; a narrow one survives past it.
This tool measures approximate pixel width and reports it against Google's real cut-offs β roughly 580px for a desktop title and 920px for a description, narrower on mobile. The character count is still shown, because it is a useful shorthand, but the pixel figure is the one that decides.
Mobile results are narrower, so a title that fits on a desktop screen can be cut on a phone. Switch between the two and watch the ellipsis move. If most of your traffic is mobile, that is the view to write against.
Two honest limits. Widths here are approximations: exact rendering depends on the font Google serves, the query, and whether it bolds matched terms, which changes the width. And Google rewrites meta descriptions for a large share of results, choosing body text it judges a better match for the query β so a good description is what shows when Google uses yours, not a guarantee of what appears.
